Photo postcard of two sailors and three girls - What era are these sailors?

Hi! Have this photo postcard, and am hoping some on here can help me firgure out what era it is from and anything about these sailors. They have funny sailor hats for what I know and they are wearing full collars and ties under their blouses! Would love to figure this out! Many thanks for any thoughts! Sadly, it wasn't used, so no postmark date! The sailor on the left has the wagon wheel above the chevrons on his rating patch. Can't make out what the other one has on his.

Id suspect theyre folks just wearing prop uniforms over their normal clothes hence the collars & ties.
