Experimental Flak Vests?

Picked up these two flak vests about 30 years ago. First example is a size small with the red letter tag. Has 13 pockets inside for ballistic plates and " United Carr " snap at top which dates the middle 40's.

 

Second example has been modified by adding additional pockets to the front for plates. Also quick release snaps. Also the snaps date mid 40's. Modifications are not factory made
