Chris Sorry for the delay as I just saw your response. Best I can tell it reads, To "Commander Alley with warmest regards for an outstanding job you have done for ???? Command. May we serve together in the future." Most Sincerely Joe Clifton Capt ??? There were several other black & white 8 x 10 photographs of Commander Alley to include his military ID card but the seller was asking too much for them and since they weren't autographed I didn't buy them.
