The museum has a fishing permit in the exact same style of holder. The permit folds up just right so that the picture and pertinent info are viewable through the window. I'll have to check and see if ours is a Whitehead & Hoag as well. Note that the ID above feature FIVE different fonts! And no name, just a number. Nice jaunty angle on the cap, too.

Yes, that's his service number. I found him on the muster rolls as a Boatswain's Mate 2nd Class departing to USS Vincennes on May 6th 1944 and arriving at Pearl Harbor, presumably for duty there. I would imagine this picture was taken around that time. The Vincennes left Boston on April 16th so perhaps he had duty there prior to Pearl Harbor. It also shows he enlisted in July 1943 and was from Boston.

Edit- I also see that he was a Seabee and landed on Midway Island for duty in December 1944. He shows up again at Pearl Harbor at the end of February 1945. Odd that he was only there for a few months
