Early pilots photo at Langley Field

I was finally lucky enough to find a photo of some early aviators at a thrift shop! There were 3 photos, 2 were exactly the same with hats on, 1 was with hats off. These look like older officers? It's odd because there are infantry, navy, and air services in this photo along with a couple other oddities. The photo is marked on the back Langley Field. Any thoughts on when this photo was taken? Do you recognize any of them?

So the first is the no hats photo. I could not take decent pictures of it because the paper it's printed on is more reflective. I'll have to try scanning it some other time. This one with hats on is clearer.

According to the book HIDDEN FIGURES from which the movie was made

 

All flight testing of all Military Aircraft was done at Langley Field during WW2 before being put into production could start which is why they had the human Computers there, so probably many pilots from all over were there
