Paint on M1902 dress blue cap band

Just got this M1902 US Army artillery dress blue cap, was wondering if anyone may have some advice on how to remove the black paint on the band (I'm guessing it's paint anyway) short of buying a new band. It seems like someone painted the chin strap and visor. The cap is size 6 7/8 so a new small size band wouldn't be too hard to find..

How about turning the band around?  (assuming the buttons will line up again)  That would make it much better for display.

The band has a seam on the rear where it is stitched together, so turning it wouldn't work.
I ended up selling this to a friend. He was able to cut out a piece of red material from the inside of the band, and used it to repair the soiled front, turned out pretty well. 
63rd Co. CAC cannons added for display, not original to cap.
