Odd 31st div, who made it and why so small, and it's not a study I think

I've never seen a woolie patch so small, doesn't glow, emb on wool but very small. I've seen studley patches before I don't think this is one. Any thoughts

Bill doesn't look like a Studley to me either, perhaps for wear on O/S cap?

Maybe, I've never seen divisional patches on a overseas hat before though. I wonder if there are any other woolies like this for other units
