According to Sawicki, AAA Bn Vol II, the insignia is for the 633rd AAA Bn (approved 1952). Here is a nutshell version (it's two pages).

However, the lineage of this unit goes back to 1848. One of the early designations was Co A 9th Regt NY State Militia. One of the 20th century redesignations was 1st Bn 244th CAC which was inactivated in England 1943 and personnel reassigned to the 633rd AAA AW Bn. Disbanded in 1945, and reorganized; one of the new units was HHD, 259th CA Bn 14 Nov 1947. It and other units consolidated w/ previously inactivated 633rd AAA Bn and redesignated 633rd AAA Bn 1 May 1950. Ordered into Fed service 15 May 51 NYC and reded 633rd AAA AW Bn 1952 (exact date unk). Disbanded 1 Oct 57.

The shield is that of the 244th CA, within a yellow border indicating decent from the 1st Bn. Lots of NY references as to the other symbols.
