Neat Navy home front patch from Northern Pump Company

I thought this was a neat looking patch I would share. I have not been able any other examples of this online, so I am not sure if it is what I think it is. The Northern Pump Company was/is based in Minnesota and manufactured a wide variety of different water pumps. During WW II their production switched to the manufacture of gun mounts for the US Navy 5" guns. The penguin complete with dixie cup sailor cap and cigarette is carrying what could be a large gun barrel under his arm. The patch itself is very well made with several pieces of wool. Not sure what it's purpose was- an award of some type? maybe for athletic uniforms? It is about 8.5" high
