ID Help needed - Ships Commissioning or Homeward Pennant ?

Hello I just picked up this unusual 20 foot pennant , as you can see the field behind the stars is red instead of blue, I have not been able to find any info about it

I'd say it's not a commissioning pennant for a United States commissioned vessel (not USN, USCG, MSC, MSTS, USNS, USGS, NOAA).  Also note that not only does it have white stars on a red field, but the stripes are blue and white rather than red and white.

 

Could be a 'foreign' flagged vessel, or more likely civilian, bunting or merely decorative
