They are listed and shown as issue items in the WW2 USAAF catalog of flight clothing and equipment, and other gear. They appear to to be manufactured and procured in the normal manner. Probably because of the more well known airborne variants that actually were rigger made. I'm not sure which came first, but I call these "rigger" pouches because the basic design is the same.
