This must had been where the Signal Corps purchasing office was located. The -44 is the fiscal year of the contract. The -## at the end is the Class number of the equipment. Every piece of equipment is classed as something, for example Class-29 is Signal Lamp Equipment. The 63 you say this is, is way to high for Signal Corps equipment, or least the list I have.
