Dating an excelsior national guard tunic

I see a lot of these and I'm always perplexed trying to date them. If anyone can shed some light on any clues on dating this particular jacket. Thanks. Sorry about the blurry button picture.

Most of my examples of these have had dates on them. Some folks may use the backmarks on the buttons to date them but a 1941 dated one that I have has buttons with circa 1870 backmarks so I dont use that as a rule. The buttons on my ASUs were nice 1920s era buttons that I had put on in 2012
