Interesting Little Group Photo

I was given this small group photo. I thought at first just a picture of some soldiers in a chow line - but upon closer inspection two smaller objects in front of the soldiers facing the photographer. Two small children. This was fascinating to see and not expected. My thoughts this is somewhere possibly in Europe during WW2. I was saddened to see this. The back of the photograph is written State Guard which is confusing to myself. I really hope the children were treated well. This is what war does to the innocent if in fact is what this photo represents. Again this is confusing. I don't know if this is a gathering of soldiers in training? Looks like pine trees in the background. Hard to figure out..

Hard to tell what the SSI is. The one kid with the cap looks to have a holster? Could be National Guard family day?

This looks like a Stateside training event. No field gear or weapons showing.
