His command was called 3rd Regional Assistance Command. Not sure what he's wearing or why but it does look like PRU. There were PRU assets in III Corps he likely oversaw as Corps senior advisor but he wasn't a PRU advisor. He probably thought it looked cool and wore it, if that's what it is.
