Mixed metals Navy officer's dog tags

This dog tag set walked in the door today...the woman found them in a local gunshop; the man was a Navy Lieutenant Commander who served as a Flight Surgeon from 1953 to 1963. After his service he was chief of staff at two of the larger hospitals here. I'm puzzled as to why one tag is stainless and the other is stamped brass. Any ideas???

The photo doesn't show it well enough...it's definitely stamped from brass...I thought it has been gold plated at first...

Looking at it more closely you're right. Most of my USMC tags are brass.
