1941 Dated T-Handle Entrenching Tool Cover

Is there any information on when exactly these 1941 dated covers were manufactured if at all?

The shovel itself is a WWI style shovel with a stamp just on the wooden handle. You just don't see 1941 dated shovel covers very often and just want to make sure its on the up and up.
