I think it it a tail feater.

I think it is the rear portion of one of the flaps ribs.

Actually, looking at it closer, I think it is part of the right wing tip where the navigation light goes.  Note where the lens is screwed on and the pass-through for the light bulb.  The wingtip itself would be attached to this.  Of course, this is just the forward portion.
