Did all GAR medals (star type with US flag ribbon and eagle at top) come with a maker's name of reverse of eagle part, and the letters/numbers on one edge to help ID year of make? Don't want to get fooled when buying one.

They could have such markings but not always.  The number on the edge is preceded by a letter that designates the name of the National Commander at the time the badge was made so that helps date it.  However, the number is not really re-searchable as to who the badge belonged to.
