Philippine Congressional medal ID help

I recently obtained a rim impressed named and numbered Philippine campaign medal. In hand, The pictures do absolutely no justice. I noticed though that after the William OConnor, that it says "BLK" before the 1189 number on the rim. Would anyone have any insight to what this means? Is this an abbreviation for his last name, or potentially his ethnic city? Any feedback is greatly appreciated!

According to the roll I have that was obtained from Albert Gleim in the 1990's, medal number 1189 was awarded to two people:

 

Naile, F. R., Nav Cadet; and

O'Connor, William

 

I would like to get Adam Rohloff's opinion on the naming.

I think the naming is legitimate. I've owned USN campaign medals with similar naming. I think this is the man in question.
