This is being offered as a rare 1902 tunic but seems to look like an Indian wars. The buttons are at least pre 1902. Any thoughts.

Non federal c. 1880-90 time period. If I recall Pennsylvania National Guard and I think New York National Guard wore similar coats. I am sure there were other state guard troops that utilized this as well . Roughly patterned on the M-1885 U.S. Army full Dress coat however with two rows of buttons instead of just one as with federal pieces. This would have been utilized by "other ranks" ie non officer ranks
