Named WWI 76th ID Uniform; Some questions!

I recently picked this uniform up. It came out of Mass. I'm not a WWI collector, so hoped you all could answer some questions. It is a beautiful uniform and in perfect condition. It appears to have been tailored in France, and is made from a fine doe skin fabric and felt SSI. The family name is "Gingras", and this also appears on the label with a 1919 date.

Does anyone have a WWI 76th ID roster? I'm curious about the full name.

Also, what is the significance of the blue SGT stripes?

Many thanks!! You know, I suspected that it was this man from some of the digging I did, but couldn't find his service info. The uniform came from Chicopee Mass, which tracks with you link. Where did you find his rank etc?
