Help identify German item

I've come across this piece of German militaria. I have no idea what it is, and it seems strange. First there's the italicized look of the swastika. Then there's a vanilla looking eagle hanging from a chain with nothing in its talons. It looks appropriately aged and it has a screw fastener. Can anybody help identify this?

It is a WW2 Latvian Pilot Corps badge.  They were part of the Axis during WW2 probably due to their fear of Communist Russia.
