1970s-1980s Army ROTC Guidon

I'm an Army ROTC instructor and we found this guidon in our storage. I believe it's from the 1970s or 1980s but I'm having a very hard time dating it as there are not many research resources about ROTC items. Our program was opened in 1971, so I doubt it's any earlier than that.

 

I want to frame it with a plaque to preserve it, but I want to have the best information I can on it before I do that.

 

Does anyone recognize this type of guidon from their Cadet days?

It does have a tag, it just says "Guidon, ROTC, Nylon/Wool, 8345-196-2131" (NSN maybe?) and a contract number which is difficult to make out.

The guidon's tag has Federal Stock Number (FSN) 8345-196-2133 on it. This does not directly give me a date, but National Stock Numbers (NSNs) came into use beginning in 1974. So considering the detachment was established in January 1971, this narrows the date of this flag to between 1971 and 1974. Any flaws in my logic?

Contract number will have a date as part of it.

 

The Contract Number is 8046-74. Does "74" mean 1974?

I collect these things and I've not seen one like this before, for what its worth. Now I've got another variation to look for and buy.
