Getting paint off a M1943 field jacket

Hey everyone, I bought a m43 jacket on craigslist (38R my size) for 50$, which is ncie, however the seller didn't show the stains on the pic which is fine, I do believe it's one of the early made ones because the pocket flaps are pointier than my other two and the size stamp is stamped on the inside of the jacket and that's all. Anyways i tried and tried to get these annoying teal blue stains off the jacket and ti led to faded areas on the spots where I been trying to scratch away as much as the paint as I could, it's in the wash now so i hope the best on this round. So one I get as much of the paint off, I am planning to redye those said spots as close or matching to the original color, and it will look good as new (except that cuff fraying). So I'd like advice or tips on how to get that paint off and any color combos I can use to make a ww2 khaki dye.
