Help to identify IW Captain from Fort Meade SD

Any help in identifying the "Old Man" would really be appreciated.

 

From what I see, he has Captain bars on his shoulder board.

 

He wears a MOLLUS medal, so he must have gotten his start as a Civil War officer and continued to serve into the 1890s.

 

Photograph is "Nichols" of "Sturgis and Whitewood, SD"-- "SD" is indicative of a post statehood image (after 2 NOV 1889).
