Yeah but the rears wouldn't be the same color right, they would still be dark?

Maybe made for period children's uniforms?

Makes sense... have not seen this color in the past.

 

Is the size/diameter about the same as a regulation patch?

I have to agree that it is faded. Could have been chemically faded through a wash or the dyes in the felt were weak. I do not think this was powder blue when worn..... just my 2 cents.

As a thought, this fading, could of it been possible these two were sewn to a Khaki cotton shirt during the war, and the overall fading of the felt both sides of patches (not the threads of the wings and star, both front and rear, which seem slightly faded, but still have color) be the result of washing, whether by hand or machine, or both?

 

I say all that because if you have a cloth insignia sewn to a uniform for a period of time, even ones that gets washed, the front of them is the part that gets faded, removed the rear still retains darker color.
