See the IWM site (http://www.iwm.org.uk/history/8-objects-used-by-air-raid-wardens-during-the-blitz). The Office of Civil Defense learned a lot from the British experience during the Blitz of 1940/41. Equipment like stirrup pumps and training manuals were based on British designs.
