There should be the engraver's name, Anthony Paquet, at the position indicated in the attached screen capture; he engraved the Medal of Honor dies. The format would have been as shown in the Medal of Honor inset. I'd say its a collector's or re-enactor's restrike (but Tiffany?): the letters in "US Colored Troops" are all over the map. . .......
