Belgian Croix de Guerre / Fourragere

Dear members, I am looking into the foreign awards earned by the U.S. 16th Infantry Regiment and I came across two citations in "the Order of the Day of the Belgium Army". Would this be a citation for the Belgian Croix de Guerre? Or do two citation in the Order of the Day only authorize the wear of the Belgian fourragere? I am a bit confused, because the two citations for the French Croix de Guerre, authorize the French fourragere (not automatic). Is this the same for Belgian awards?

Department of the Army Pamphlet 672-1 authorizes two foreign awards to the 16th Infantry Regiment. They were authorized the French Fourragere and the Belgian Fourragere. The requirement for the Belgian Fourragere stipulated that a unit must have been cited twice in orders to qualify for the Fourragere.

My father in laws unit(82nd Engineer Combat Battalion)got the Belgian 1940 Fourragere for 2 mentions in the orders of the day for bridging the Albert Canal Belgium/Netherlands.
