Nice piece. Very common practice "back in the day" when it was needed spit shine footwear and polish brass. Sadly like so many other practices have gone away. Anyway, to get the brass to this point a bar of jeweler rouge was first used, we also used another form of "brasso" is was white and more abrasive in nature. Can't recall the name of that smelly polish, it was eventually replaced by the less abrasive brasso. Keep your eye out, you will eventually come by a mate with resonable similarlies.... a pair of these are very desirable for the dress blues of a sea going bellhop.
