I did a Google search and came up with nothing. What would this have been issued for? Is it a generic patch? Anything you could tell me would be appreciated!

Sure it is not a USCG reserve unit, probably commo to aid commercial tow boats on the Missouri River.?

I guess anything is a possibility. The Missouri River is defined in the patch. You could be onto something.

That's exactly what it is, Fort Leavenworth USCG Reserve training patch for Aids to Navigation (ATON) and Marine Safety (required topics to complete, note the date of the course)

 

AVA and IVV have to do with the ATON marker system on the Missouri River circa 1990's
