Front seam swivel bail with heat stamp 28A could be one of three things: 1) An early McCord fixed bail converted to swivel bail 2) A McCord swivel bail that's missing the full heat stamp, your could be 828A or 928A (McCord front seam swivel bails are 800-900 range) 3) A Schlueter swivel bail that's missing the first number, I think the Schlueter front seam swivel bails were in the 200-300 range, so 228A or 328A.
