Help ID foreign military personnel- Country?

I am attempting to ID the country of origin for this particular uniform. I believe the photo was taken in Berchtesgaden and this is just a portion of the photo... Thanks for any info

The epaulet is throwing me off a little....I have had a hard time finding an SA uniform jacket with this epaulet. Would the SA also have worn a Visor such as the one in the background?
