S.T.G.A. - US Navy - Any idea?

I just received a flight suit named to a female US Navy Lieutenant who was a Navy Flight Officer.

When the flight suit arrived, I was trying to determine if the VP-46 patch was theater made. When I pulled the patch back, I found another smaller patch underneath. It says S.T.G.A. and underneath that is a screw going through a Lt. Commander Rank. Apparently, the female Lt. was quite proud of this patch and showed it off often because the tan velcro that is sewn to the flight suit is coming loose.

Anyone have any idea what S.T.G.A. stands for?

Also, this illustrates that you need to check underneath patches and inside pockets to see if there are any hidden goodies.

subject to government approval? Got screwed on not getting promoted to O-4? Missed the list for the current year? Looks like a novelty patch being worn under the squadron patch.
