When I was stationed in Germany the local tailor shop would cut up and sew a poncho liner into a cold weather (waterproof) jacket for about $30. I had one, the only drawback is that once the poncho liner was in there, there was no way to really launder it. Eventually the plastic-lined jacket just disintegrated and I tossed it.
