According to the link you provided it looks like VADM Watkins did a pre WW2 tour as a "Special Naval Observer" assigned to the Royal Navy. During this time he served aboard the RN Submarine Torbay. This might explain this gift. I wonder if VADM Watkins and RADM Fawkes were shipmates on the Torbay back in the day.

I really love the single dolphin. I've never seen anything like that before. I did a little research and it looks like Fawkes was captain of the HMS Maidstone during WWII. From the Find A Grave link it states that Watkins spent time on the Maidstone.
