tuckerf Posted September 26, 2016 Share #5 Posted September 26, 2016 Not sure if correct but I saw the black, yellow and red flash on a website that identified it as a US Navy Advisor to the South Vietnamese Navy.Sorry can't remember the site just copied the picture for reference a while ago.
