Black BDU pants with 1990 choco-chip contract

I just picked these up at the Goodwill, fully expecting to see the typical commercial tags. What I didn't expect was a fully legit tag and contract number, which is for a 1990 contract chocolate chip pants. The cuffs are cinched with an elastic band. Who would have used these?

SWAT or something might have as well.

Makes sense, but would they have a DoD contract label on them?

I'm not saying you're wrong, just wondering.

It is possible that they could. If they went to the company who manufactured them then the company could have thrown the same labels on them just used black material instead.

They are base security clothing , the British have the same. A black wind proof smock and windproof pants that includes flashlight and baton pockets that gets confused/sold as SAS gear

 

What you have there is police/security clothing worn by the base police.
