Here is an earlier (1920s-1930s) HIlborn Hamburger device. It says STERLING but I don't see this as silver. It is a nice and crisp item.

Mid WW2 most likely

Service emblems were required to be of bronze. When bronze was needed for the war effort other materials such as silver were adopted
