Unknown bullion and enamel Naval insignia?

I was wondering if anyone recognizes these two pieces that seem to have some age to them.  Could this be a foreign military naval insignia as the key is probably the enameled pennant.  Are they even military or maybe some sort of yacht club like insignia?

I don't think they're naval. I think it's a cruise ship/shipping line, but the Burgee of Manhattan Island Yacht Club is fairly close.

Thanks for the tip as I went through all of the yacht club pennants from A thru S and found it.  You were right it is a non-military private yacht club pennant for the St. Francis Yacht Club founded in 1927 in San Francisco, California.  This makes sense as it came out of flea market in Northern California.
