That is a question that most of us would like answered. To my knowledge (and I stand to be corrected) no one has yet located the record of that contract. I know that Frank Trzaska among others inquired to Utica Cutlery as to when they produced these knives, but the last I heard he had not yet received any reply from them.

 

The National Archives Archival Databases (NARA AAD) list of military contracts under Records of Prime Contracts Awarded by the Military Services and Agencies has the records listed for the years 1965 to 2004, and there is no contract issued to Utica for anything like this model knife - most of their contracts are for eating utensils.

 

They are known to be uncommon, and with the lack of contract records it MAY be that these were made for either commercial sale or as samples to be used to try to win a contract award. Whatever the answer it appears that not many were made.
