Any thoughts about this Navy button ?

I bought this curious button at the flea market this morning. It appears ground dug to me. The back is magnetic but and is badly corroded. The front is not magnetic and I suspect it is brass. The button is 7/8 inches across. There are 24 stars around the border.

At first I thought this might be an ensign's uniform button but those that I have seen do not have the stars around the border.

Any thoughts on this one?

Am not familiar with this button. US Navy buttons comprise my largest collection. Do not recall seeing this one in any of my reference books. Not at home right now. Will check more later. Definitely iron back if magnetic.

It is a similar design in that a lot of Navies have an anchor in their button designs. What throws me are the stars around the perimeter. That isn't something the German Navy did on their buttons to my knowledge.

Well, not listed in any of my references on US Navy, or anything US Military, nor US or foreign shipping companies, nor British Navy. May be some other foreign Navy, or unfortunately may not be military at all. So many buttons made to have the look of military, but for civilian clothes - an anchor probably most of all.
