Unknown (to me) wing - U.S.Public Health Service Flight Surgeon Wing

My limited sources on wings turn up nothing for this one. Can anyone give me the proper identification, please?

 

It's clutch-back and marked "V-21" on the otherwise flat back.

The V-21 is the hallmark for Vanguard. Not sure of the rating, obviously Naval medical officer. Perhaps Flight Surgeon. My guess on the latter.

I'm guessing it's a foreign naval wing made by the U.S. insignia company Jeff but I don't have anything to back that up other then I haven't been able to identify it as U.S..

Thanks to Triplecanopy and John,

 

The central device certainly doesn't match any US Navy device, so it may well be foreign. Vangaurd made loads of very derivative insignia for Latin American countries and this may be one of those.

Thanks again, John. Since the USPHS provides medical personnel for the Coast Guard, I guess it follows that they would have flight surgeons.

I was thinking USPHS too but I can not find any reference on Flight Surgeon wings for the USPHS. They could be foreign.A lot of U.S. makers make insignia for other countries.
