WWI Observer Cap Wing ?

I also think it's British. The old CAP Observers half wing had the CAP blue disc, white triangle and red prop in the center. This one looks like a metal copy of the Brit cloth Observer half wing and those were made in metal especilly in the far east.

Looks like the O and the wing are 2 separate pieces - I think any modern copy would more likely be a one piece. I'm thinking Commonwealth (countries other than Britain used this wing - Canada, Australia, etc) but maybe CBI made as the feathering looks hand chased.

Not a commonwealth piece, at least not a recognized one. The hardware is wrong for something British or Canadian of any Wartime vintage.
