It's for an assault raft. Stores the extra bladders in case one gets shot out.

I don't think they are all that common,. but then again, not many guys are looking for them. A friend just bought one for me on ebay for less than $10. I have the raft, but would part with the whole thing in a heartbeat. Too big to do anything with.

Try "5 man assault boat". There should be an old thread here on the Forum in the field gear section. I think I posted it about a year ago.
