Apparently these were issued by the War Department for purchase by the general public. The book would be purchased and sent to a serviceman. He would then use them for a seat at a movie theater or auditorium. Each book had 20 coupons. These particular books were recently purchased as part of a small collection of WW1 homefront items. The dollar books appear in the paper money marketplace occasionally. I have only seen a single five dollar book and it is locked tight in the hands of a collector. The color of the coupons inside is the same as the color of the cover of the book. Each letter prefix (none, A, B, C and D) are a different color.
