Early US Eagle Insignia - what time period is it?

This the side plate for a shako chinstrap ca. 1825-1830. The US army adopted a bell crown shako in 1821 and militia groups followed suit.

Steve nailed it. attached is a couple other styles and the militia shako plate worn during this period. The federal eagle plate was the same style but much smaller.
