Ribbon ID needed

Found this ribbon the other day.Can anyone ID it? It is dark blue and red and has sever campaign(?) stars on it.

Hi Ron,
That's the ribbon for members of the Order of the Scabbard and Sword. I believe it is an ROTC award, but I don't know offhand what it's awarded for.

I also got a state university of Iowa medal in the stuff.I have seen the medal before and its normally WW2 and pre war.
