unknown stripes - need help with ID

Here are some stripes I recently found - probably ROTC, but I would like to know who used these and when. Thankd in advance for any help.

Nothing that comes to mind for me.  The Coast Guard would have nautical themed items. 

 

Some sort of White House Police or uniformed Secret Service stuff?

Yeah, definitely an AG shield. My guess would be it's for a cadet serving as unit adjutant, but no idea what school or program. Interesting stripes, though.
